This style uses an ampersand in citations in place of the word 'and' before the last author in the author list. This is inappropriate for in-text citations using the \citeasnoun command because it is not correct to use an ampersand in running text.

Ignoring the log parsing issues at the moment, it's because the Harvard style replaces the kernel's default citation missing result: Citation `\@citeb' on page \thepage \space undefined. With: Citation '#1' on page \thepage \space undefined. These are effectively identical except for the quote marks.
